The Importance of Tradies for Home Building
Victoria’s Construction Sector
Tradies underpin every stage of residential construction — from excavation and framing to electrical, plumbing, roofing and finishing. Their expertise determines not only the quality, safety and durability of new homes but just as importantly how quickly they can be delivered.
Victoria’s construction sector is one of the state’s largest economic contributors. This sector relies heavily on small trade businesses and subcontractors. These businesses deliver the bulk of on‑site work and employ thousands of apprentices across metropolitan and regional areas.
However, the industry is facing mounting pressure. Workforce shortages, rising construction costs and increasingly complex regulatory requirements are limiting the capacity of tradies and builders to meet demand. This regulatory complexity and resulting workforce shortages continue to place pressure on builders, subcontractors and ultimately clients.
So, what needs to be done?
Key Issues Governments Need to Address
- Regulatory complexity and red tape: Tradies operate in one of Australia’s most heavily regulated environments. Recent reforms — including stronger compliance and monitoring powers, new dispute‑resolution processes and new contract rules — aim to improve consumer protection but also increase administrative burden. Victoria’s building reforms are moving toward more documentation, stronger compliance systems and tighter contract rules, all of which require more time and resources from small trade businesses
- Apprenticeship and skills shortages: Workforce shortages remain a major constraint. We need more apprentices and better retention of them as well. Small businesses — which make up over 90% of the industry — need stronger incentives and simpler processes to take on apprentices and invest in training. They don’t need reforms like the new Victorian licence for employers to be allowed to take on an apprentice or the proposed requirement to be registered or licenced by the government to be allowed to be a tradie
- Streamlined planning and approvals: Industry groups continue to call for faster, more predictable planning and building approvals to ensure a reliable project pipeline and reduce delays that affect tradies’ workloads and business viability. Ultimately tradies need to have some certainty that there is work coming their way. Current industry conditions make that a challenge and having good projects held up by governments makes a big problem much worse.
Tradies Are Essential to Delivering the Homes Victoria Needs
Our governments need to implement changes that will improve business conditions for them. This requires practical, balanced and efficient policies that reduce unnecessary regulation, strengthen skills pathways, ensure fair payment systems and support a stable project pipeline. Addressing these issues will help tradies thrive — and help Victoria meet its long‑term housing and infrastructure goals.
